This is definitely the silver lining on things. Hopefully at a bare minimum, they can see that letting the players police themselves is unrealistic, if only because of the vastness of space, let alone the sub-par tools for bounty hunters, and that this may not dis-incentivize trolls enough anyway.
Were they not aware that the group was this huge the whole time though? I thought they had to have some idea when they made it a triple-elite group.
