Sak Manka and NLTT 8653 are neighbour systems about 40 LY from Azrael and about 11ly apart. They have almost everything between the two you can ask for except for the New Cutter and of course the Fed Specific Ships.

NLTT 8653 does have a RES area, but not sure if it is HAZ or normal. Currently out too far to check.
