Will that work in CZ''s as well? I lost a couple of ships to mass lock escapes trying to help the Empire rid itself of traitors. Or does it only work on pirate/interdiction type encounters.

Most definitely will I have think I have done precisely that once or that.
Only place it wouldn't work is you are mass locked by an asteroid belt or a station, but you can of course still high wake out if you get out of the mass locked area.
