The threshold from expansion is now 75% (there was a post about that here somewhere) and there are diminishing returns re: influence increase once you exceed 70% :

Pushing states in both Exioce & Azrael is risky so the original direction to just raise influence in Azrael still looks right. Unless something develops faster than expected in Exioce. @Xebeth, we"ll be careful to stay in the parameters you set in your in your directive.
