Boosters are add-ons that increase the power your ship puts into the shields, and by doing this, increase the strength of your shields. At the same time, this also increases the amount of time it will take to recharge your shields to 100% when they take a serious hit or get knocked offline.

Cell banks are like carrying an 'emergency battery pack' for your shields. Activating one will give your partly-depleted shields a recharge. It takes a few seconds to work after you hit the button to activate. How fast it happens and how much it recharges depend on the class/rating of the Cell bank you're using. You can't bring offline shields back with a Cell bank, so it's better to hit the button a little early than to hit it a little late.

If you have more than 1 Cell bank module powered ('checkbox' in your Modules power management panel is checked), and you press your keybind for 'Use Shield Cell Bank', your ship will use a cell from ALL the powered Cell banks at once. Normally you would not want this to happen because
1) It's probably overkill, it's likely to get you to 100% shields but you could've saved some of that energy for when you were getting low again.
2) It generates extra heat, more heat for every powered Cell bank you're activating. If you're crammed full of Cell banks and accidentally trigger them all at once, you can give yourself heat damage! :P
You can carry as many Cell banks as you have Internal module bays for, and only turn on power to 1 at a time. When you use all the cells from that Cell bank, go to your Modules power management panel and turn it off, turn on the next one. Or switch to a full one if you're expecting a tough fight :)

I am available to wing up and help out anybody who wants to get more combat experience and tips, with less risk of getting in over your head and being blown to shrapnel. :) If you want help, add me in-game (same name). I'm pledged to Aisling Duval, but willing to meet up outside her territory, especially in systems not controlled by other Powers.

Thanks mate, I will add you in when next I am on. My problem is that at present I can only play at limited times, so that might not fit with you. I'm on my way home from my first massive rare trade run, its only taken me 2 or 3 months since starting. Thats how often I get to play ;-).

Anyway when I get back to Shinrarta Dezhra, hopefully later this week, I might be up for some wing work if you're on. Thanks again.

That would depend on the setup. Both equally built the results are quite different. They're quite similar, but each has its strengths and weaknesses going against each other. Think of them more like a Mig29 vs an F15. Not an F15 vs an FA18.

I'm working on the writeup of how I did the test but believe me it wasn't random nor just with "same systems." I tested them both for boom and zoom capabilities and I was impressed with the outcome.

Me? I'll happily still take a big ol turkey over any other. Guess it's the same in Elite Dangerous too
