Me and Flip still bounty hunting in RES, had some nice elite/deadly ship spawns although I've not seen a wanted conda at a RES since 1.3 was released.

I, also, have not seen a wanted 'Conda at any RES post-1.3

I believe if it is agreed by both participants its ok.

On topic of RES, ive only seen swarms of eagles, odd vipers and vultures and occasional pythons. None higher than Master.

Edit: Got rid of the bounty. Now im doing missions and bounties in and around Sol.
