1. Get a disposable Sidewinder like you suggested.
2. Hide in the nooks and crannies of a station at Exioce.
3. Let the system authority vessels scan you.
4. They will attack you but hit the station instead.
5. Hilarity ensues.

Dormant will be re-activated if security scan you - back to square one if you're in a decent ship, best thing as above - sidewinder - fly outside a station and get popped by security when they scan you and realise your a nasty evil criminal that makes his living committing crimes against humanity ! Should be able to have a strike sheet in systems your allied in, they know your history and know your a goody so just let you off

I thought players had to pop you to get cleared, not NPC Security.
