best I can guess, people who bought ED on steam, then got the horizons beta are going to have to wait a couple of days before they can download the launcher. Just a guess, but that is how it is looking

ordered it specifically, maybe its because I have a steam based launcher, Ill just have to wait until I am finally allowed to download a non steam based launcher

I have the steam launcher as well, and it did not show up until I opened the launcher outside of steam.
in order to do so you will have to find the actual launcher EXE.

It can be done quite simply.

Open steam and your library. (I assume your steam is in english, translate if needed)
Right click "Elite: Dangerous" and select properties.
In the properties window, select the center tab labeled "local files" and the top button is labeled "browse local files".
This opens the folder for Elite Dangerous and where the launcher is located.
The file you are looking for is called "EDLauncher.exe" depending on some weird pc setup you might have to run it in administrator mode.

When I started the launcher manually the horizons beta option showed up and downloaded.

I thought I was going crazy with the 32 bit appearing next to the game start - been having major issues tonight - found out my elongated journeys through witch space was down to 4400 or so java processes in te background!! Thanks oracle too late to play now
