In games people acquire an emotional attachment because they have been taken through a story, can place a character or faction in context. To some degree in ED the Empire vs. Federation vs. Alliance has this because they have been in the game for years, so people can "get them".
The problem with PP is that the Powers were just dumped on us, we went from nothing to PP overnight, they don't have the story or context for player to feel attached to them. In situations like this, there is no reason to put up with the effects of being pledged, and as such the inconveniences far out way anything you might get from being pledged.
