I hope I'm not misreading your post. I don't believe it is either possible or desirable for Mobius members to use Mobius rules in Open: the group play withing Mobius emphasises the difference between Open and Group. To have Mobius rules for

Yep - exactly, which means that it's a rule we need to be following anyway, regardless of the Mobius faction. I didn't say it was a desirable way of playing - just that if we don't, it is open to abuse.
Let's say CMDR Hardy is a CODE follower (or whatever you'd call them). He joins the Mobius group, befriends a few Mobius CMDRs, and then sits at the main menu waiting to see one of those "friends" venture into open. He goes over to him, opens fire, deliberately gets himself blown up, and shows the screenshot to the admins. If I can think of it, they can.
Don't forget, these people "play their way" by interdicting newbie sidewinders, and just blowing them up for no reason. Before you say "they wouldn't go to that much trouble", it's worth noting that they have been
faking membership of a newbie-aiding group to kill off newbies.
