Rafferty's Mobius in Azrael will be the home of the Order of Mobius, the player minor faction of the group (when player factions come in to being).

There is currently a civil way going on in neighboring Exoice so plenty of action to be had in the area, Exoice also has Low, High and Res sites.
The 2 factions at way are both independent ones as well and not Empire.

I think that's just an incorrect placeholder - the BGS is still not fixed to show correct information - none of the other data have been updated to match: there's no Mobius faction and the system is still exploited by A Lavigny-Duval (but perhaps that's the plan - independence must be fought for).
