actually, network issues is what the Elite support team pointed me at, before they started looping and asking the same thing over and over. After completely removing my wireless card and basically reorganizing my room so I could be directly wired, I'm not sure there is much else I can do. Networking also shouldn't affect single player tutorials, but they also stutter like the rest of the game. As for temp's I'm not sure theres much else I can do to ensure it runs any cooler. It is really starting to look like I may just have to start replacing things if I want to play elite.

I just want to drop a note that I have this stuttering as well, it mainly occurs during combat, when somewhere else other npcs start to shoot at each other. When I look away from them or wait a while it improves and is even playable. I don't have stuttering or low fps when I do regular stuff, I connected my pc with wire. But for me it feels more like an I/O wait or network spike. I had a similar problem in Eve Online in the past, they fixed it by making the overall game slower when there is too much going on in one cluster.

AMD FX-6350 @ 3,9Ghz six cores, 16GB Ram (XMP-1600), NV Geforce gtx 660 Ti and win 7 64bit

I think we already figured out that reinstalling windows and gpu drivers won't help here.
I'll try that now: http://us.battle.net/d3/en/forum/topic/5578595314 that helped me at least in the past with some Aion Online Servers.

I can't do a shadow play because for some stupid reason I have never been able to get it to save, I just ran in to something interesting.
By sheer dumb luck I started messing with things, and managed to get the game to perform stable by removing the game's affinity from a single core of my cpu. It doesn't seem to matter WHICH core, but removing the affinity of a single core makes the game perform as it should.

Wow. Might have to try that. I have a number of games that have the occasional pause - never as often as every 1½ seconds, but in the middle of an open-wheel race on the streets of Milan, the ½ sec pause is really unnerving. I've also had it kill me once in E:D when I was inside the station.

The pauses I get are a bit like the one you see just before the one minute mark in TorTorden's video in this thread.

I've just got Shadowplay because I replaced the AMD GPU that I gave to my son with a Nvidia card. Before that, I was using MSI Afterburner. I have to admit - I preferred Afterburner.

Just tried googling the problem and get a whole host of other games with the issue. A few of them state that you should start taskmgr before the game, AltTab across over task manager and diable affinity on one core, then tab back and repeat the process to enable the core you just disabled, giving all your cores back to the game. Apparently, it's something to do with balancing the load.

If you have a ticket open, it's something you might consider updating the Devs with - they might be able to help further, such as giving you the necessary procedure to permanently set the cores for a program. There is a way to do this using a shortcut to CMD.exe to launch the program with affinities set, but it probably won't work with E:D because that starts indirectly via the launcher.

OMG switching one core on and off fixed even the loading time for the galaxy map for me. And I got some more FPS.

Just got the devs to acknowledge the whole thing, and it is now a known issue:

That's very obscure, I think it's probably a bug that you've identified though as I can't see how this would be normal behaviour. I've added this information to a bug tracker that discusses a very similar issue and hopefully we can solve it.

In the meantime, it seems the whole "disable a cpu core, then re-enable it" thing works, but only to an extent, This might be a serious software bug

It seems to happen often enough in different games that it might be a compiler error in Visual C# (or whatever the common thread is)...

it might be... I don't know, just realized that terraria of all things has the same issue for me, and the exact same solution. (yes I just bought terraria shutup I know I'm slow) It makes me wonder how many people have just built new machines thinking this was a serious processor problem
