Tried to follow this on the ED forums from the last patch 1.2.07.
Detailed Level Scans 2 and 3 (I hope not in game now)
To date I have not got one level 3 detailed scan and cannot not figure out why.
Have the Advanced Discovery Scanner for the Honk. Then Detailed Surface scanner (C class is there an A?) for the up close and personal touch.
Plenty of level 2 scans against my name but not one 3. Seen screen shots of others with Level 3 scans wondering what they are doing.
Anyone know the answer?

I believe the system is still wacky. I have a ton of Level 2, no 3's showing. But I've surface scanned a few hundred planets so I should have something.
Just have to wait and see if they fix it.

I believe the lvl 2 and lvl 3 scans are reversed at the moment. (think that's what I read somewhere anyway)

Yes, they seem to be reversed.
