I did some mining early on, and no matter where I went, even uninhabited systems, I'd always have NPC pirates show up. That wasn't fun in a Hauler. Or even in a better ship, it seemed like I spend more time killing pirates, while my fragments would expire.
I still found it kind of interesting and fun. I may try it again in my T-9 with 3 beam turrets to keep the pirates off my back. Nor for money, but for fun. It sounds like waiting for a future update may be the way to go.
I've kept my mining mostly to uninhabited systems off the beaten path (areas in the immediate vicinity of Te Kaha have proven quite lucrative), and I've encountered exactly two NPC vessels in the past three trips (all today).
If I encounter an NPC in the RES, I simply boost like mad away from it until it goes off-radar. Then it goes away and doesn't bother me. A Type-9 probably won't have the sprint to get away from most NPCs though. A Type-7 has been working wonderfully for me.
(EDIT: I also avoid using the RES entrances the map marks, preferring instead to drop into a zone manually. It takes some practice.)
