I can't get behind inherited rank and privilege, in a word Monarchy, and I definitely can't get behind slavery. It looks to me like the Emp and Feds are about the same, with those two exceptions.

Going out on a limb lore wise, I'd say that Imperial Slaves are illegal in Azrael because i) any debt owed is to the Empire and therefore nothing to do with The Order, ii) The Order is all about protecting Pilot Federation members and some of them could be caught up in the system, iii) any system that is about control and money in a large organisation is open to abuse and the 'indentured servant' system is probably corrupt in a number of systems, and The Order is anti-corruption.
