Same, Plus it also includes the Black Market, which helps out also.

Not when you consider the % movements of the other sub factions that were also at war.
Other factions' variations must also be recorded, but are not part of the calculation.
During a War or Civil war (and probably Elections) the two factions involved enter a closed state: they can only exchange influence points with each other.
Michael Brookes (3 Feb 15):
"Civil War – Triggered by changes in influence between competing minor factions, or when a single minor faction reaches a high enough influence level. Decreases standard of living and security while active. Creates conflict zones and only combat missions or actions provide any benefit to the minor faction.
"War – Triggered by and invading minor faction reaching a high enough influence level. Decreases standard of living, wealth and security for the system while active. Influence changes only apply to the involved parties and are only applied from combat missions or actions."

This is why the figures in the bug report are so interesting, but need to be seen with a context.
And who owns the planetary bases? I don't have Horizons so can't find out for myself.

As this quote from Michael is nearly a year old, it may have been amended. The BGS has perhaps changed much in that time. Whatever has occurred at Exiorce it certainly didn't follow those rules!

I am currently testing the BGS in another small simpler system and as of yet the BGS appears to be working correctly. The burning question in my mind is, has Exioce been manually "fixed" due to Devs paranoia about such a massive player group!
