I found decent items in Pemede at the Leavitt Orb.

"Juan" has every upgrade for every ship. "Njikan" has every weapon.

Muracing has quite a lot for Asp and I think most others. Sells 10 ships there as well.

I found yesterday that Back Enterprise (in the CD-34 9020 system) has lots of ships (12 of them) and a very well stocked outfitting shop (not sure they have every class of everything, but they have every possible type of upgrade).

Cochrane Enterprise (6 light seconds).

Reasonable shipyard with 10 ships.
Excellent outfitters with comprehensive range, low to high end.

Independent government last time I looked.

I think TZ Arietis had a decent load of ships, from what I remember when I was there.
I'm presuming Shinrarta Dezhra doesn't count, even though it sells everything, because of the permit required (unless you backed at the right tier of Kickstarter in which case you've probably been there already anyway ).

Just checked my notes.....

Neto : Ising station and LP 390-16 : Readdy station have really good outfitting. Both are in Federation space.
