Yes. The initial requirement for Dekker was 10 million in combat bonds, this was later reduced to 1 million. Something similar happened with Juri Ishmaak where the requirement was reduced from 1 million to 100.000. It seems almost random if you get the lower or higher requirement, so consider yourself lucky.
