I don't think they are sending out codes if that is what you are waiting for. If you read the form they are cross referencing your FrontierStore.Net account, aka your Elite Dangerous loggin credentials, with your commander name to see if you are legit.

Afterwards it would be easy to credit the "purchase" of a promotional paint job without the need to send out codes.

That's what I'd assumed, but I hadn't seen anyone say they'd gotten the skin yet.

I am almost positive that with ever other available free skin they have given away at promotion you have had to wait for an update to the game, like a patch, before it was usable. My guess is that they are waiting till after the close of PAX South today before even starting to grant the paint jobs to accounts. So it will probably take some time.
