I'd think NPC traders would be more of a challenge than a human that doesn't want to play their game, especially traders in wings with stronger AI. Personally, if I go into open and get interdicted and think I'm in a no win/no escape situation, then I'll just say I don't want to play their game and just sit there. They can either blow me up or leave, but I'm not going to give them a thrill - unless they are real sickos.
Has anyone played Oolite? Iirc, they had real distress calls that you could answer and find pirates attacking traders. If they want players to police systems, then let everyone in the system know that human pirates, or even NPC pirates, are attacking players, and let the community respond (make it easy to find the ships). I'm sure some pirates would join in as well, but I bet bounty hunters would outnumber them 10 to 1. That could be some fun.
