I built rep with them over the past week (on and off doing other things). Currently a Lord with the Empire.
It doesn't matter where you are - as long as you're building rep with a local system's faction that's Empire aligned (though being in an area with multiple Empire systems will make things easier, as I'll explain later).
If you're building rep through bounty hunting, look for a system that has a resource extraction site with a Empire-controlled station near to it (preferably an outpost with repairs and munitions). Outpost so that if you accidentally hit Empire-aligned system security, you can supercruise to the outpost to pay the fine without risk of being scanned and attacked by the station.
Most of my rep building was not close to the Empire core worlds (Achenar, Facece, and Summerland) and I moved around a bit (doing rep building at 4 or 5 different locations). I mostly focused on donation-type bulletin board quests. If you do those, you'll want a location with a variety economy-types around your "base." Also be on the lookout for a place that sells personal weapons (you may get asked to retrieve some).
Being in Empire space can be helpful since you'll be able to check the bulletin board in multiple places - so if you're asked to donate food, you can visit an Empire-aligned agricultural station and check its board as well.
If you're building rep for a Clipper, it's actually bugged and is available from before Baron rank - it became available to me at Squire and others mentioned it becoming available to them at Master.
Permits might be bugged. I don't have an Achenar permit, even though it was supposed to have been given at Master rank. Some people think it might happen if the Imperial Summons quest is given upon reaching Master but the player doesn't take it right away. I didn't notice the quest, but it's possible I missed it. Just in case, as soon as you hit Master, check the bulletin board again to see if you get an Imperial Summons mission to visit Achenar. I know others have reported that problem, so might need to wait for it to be patched.
As for what I'm doing in the game, I'm going to shift gears from rep building and do some trading for a bit.
