Hello,
In my recent experiences, chaff works sometimes against AI. Although close in I sometimes feel that AI chaffing works better than player chaffing.
As for auto sub-system targeting, some battles would take really long if that was disabled. I personally rely of PP targeting to finish of the bigger ships like the python, Conda, corvette, cutter and clipper, with my gimbaled weapons. If that was taken out I feel that to be passably good in combat you either have to be a really good pilot with excellent reflexes, flying a FAS and loaded with thermal weapons. For fixed weapons you need manoeuvrability, a steady hand to hit the ship let alone a part of the ship and enough ammo to take a ship down.
I'be flown with fixed lasers, rails, PAs, gimbaled and turreted weapons. I kind of know the value in having a ship that can manouver in order to bring that weapon to bear on target.
Personally, I don't consider it cheating. Unless your combat is limited to 5 or 6 ships per hour or so. Go into a CZ or do some Res hunting and no way that's what is going to happen or that's what you want to happen.
