Question about Crime Stastistics

While friends request have no bearing on bounties. The ability to track a bounty on the map is useful.
Not everybody is on the friends list I run into Cmdrs and add them but generally I have seen them and spoken to them. If you did either then maybe a little bit strange and good to ignore.
