How does Long Range Comms Work?

This is from the Dark Wheel sequel from Michael Brookes:

The radio channels all registered intense jamming and even the hyperspace channels reported no carrier wave


To me this implies that there are local radio channels much like the standard EM radiowaves we use today - but those are only of any use when close to each other (maybe a few LS apart at most). For greater in-system or system to system comms some form of Hyperspace based signal carrier is used.

Just based on game mechanics, we do know that we can communicate in Super Cruise, which is generally FTL speeds, but apparently the transition from Normal Space to SC, or SC to System Jump is a barrier. Hence my Relay ideas.
