I tweeted to Sarah about the NPC AI in stations, and have yet to hear back from her. (She did the AI) I linked the video to her as well.

Yeah I've seen this behaviour in Solo mode too. Was very strange. Seems the station took a dislike to every Orca that entered and shot it down whilst on the pad! Weird!

It's a bit like quantum physics - your presence makes a difference and the environment has to be maintained. What you go through is a number of linked screens that are so well matched you rarely see the joins. There are two or three spots you might notice: approaching the letterbox when the mist suddenly clears and you can see inside; and approaching a RES when the asteroids are gradually revealed. Then, of course, there's the transition between supercruise, hypercruise and standard flight. The transitions are the opportunity to set a new scene, destroying a cleaning up clutter and creating new objects.
But I could be wrong.
It's not unknown.
