Can't find a fuel-scoop!

Anyone know where i can buy a fuel-scoop?

I must have visited 60 or 70 stations by now and not found one.

Are there any systems that sell everything, or most things ?

If you're near "Juan" drop by Lyell Hub, they have pretty much every available ship upgrade (and a lot of ships in the shipyard if I remember correctly).
