HELP - Can't find 6C Fuel Tanks and 6A Fuel Scoop

I'm starting to question the reliability of EDDB. Been to five (5) different systems and no joy.

Can someone "confirm" where they are currently being sold? Please note, I'm currently in Lugh. I'm open to a long trip if it's within the bubble. Colonia is too far right now. Any help would be appreciated. Thanks in advance.

Does not your standings with that faction or group and your cmdr's level also have an affect on whether or not a ship or module is available to you at any given station?

That's the case only with the rank locked ships which arethe Federal (FAS,FDS, Vette) and Imperial ships (Courier, Clipper, Cutter). No other ships and no modules at all are rank locked.
