I eventually was able to get a Cutter at 10% off at a Patreas controlled system. I can't remember which one, though. Try a google search for it. I believe the message thread with details was on Reddit.

Confirming that Black Station @ Lausang sells the Imperial Cutter for 188,072,505 credits (ie 90% of 208,969,451).

I think both are Patreus Controlled, so Imperial ships get a 10% discount.

Li yong rui faction systems still have the 15% discount, I think that is permanent. The rest may or may not be accurate. Ray Gateway in DIAGUANDRI is best bet. The other option I think is LHS 20.

Not sure how long this will last but 2 days ago I noticed a large discount on Chaff Launchers and Point Defence @ PLX 695. If someone else can confirm this that'd be great.
