Thanks for the video. I scanned 2 Med Sec/+++ settlements twice. And nothing poped up. Didn't know how to get to the last data point without triggering security until I saw your video.
Do you have to scan all the data points within the time limit to get the firmware?

Yes. I usually get 5 or 6 types of data at each base.

I've had absolutely no luck finding MEF at low/med bases. I'm told high security is almost guaranteed but I can't seem to get past the red fence around high sec. bases, as the timer gets me fines and wanted before I can explore and activate anything. Any suggestions would be greatest appreciated.

I've actually had some luck with Med Sec bases with medium(++) and high(+++) population. To me it's just an RNG thing. I try to avoid high Sec bases. Not really worth the trouble. Also managed to get some MEFs from missions.

Missions cant be a real Source for them.
I made the last Weeks a lot of Missions to get from Earl to Duke and got so far None of them. But i got during the time about 53 Modular Terminals.
The one MOF i got, was from scanning a crashed Ship-Wreckage via SRV.
Didnt tried Data-Points so far, but i guess if the 28thAugust wont show us a major Alien-Plaque i will try them
