Adding my opinions..
PvPers come in a couple of varieties. First, there's the competitive players who want to be the best. The challenge is in playing against other skilled pilots in what is typically consensual combat. CQC provides an outlet for this flavor, but I'm sure there's an appetite for things like larger scale combat, and perhaps some ambushes, etc.
Another variety is the predatory PvPers. They're not interested in consensual combat with other capable pilots. They don't get their thrills from white-knuckled, teeth-gritting, edge-of-your-seat combat. No, their jollies come from harassing and inflicting grief on others. One of the replies on Reddit nailed it. These are the internet sociopaths.
Mobius represents (up to) 13,500 pilots who just want to play a video game as an explorer, a space trader, or perhaps even a bounty hunter (who prefers slightly more predictable targets). However, to the predatory PvPers, that's 13,500 potential victims that they can't easily get at, and that frustrates them.
It really doesn't matter if the "bounty" is real or not. It's one internet sociopath's attempt to upset the peace of mind that is supposed to come from playing in a PvE private group.
