"Fix for multiple fines for the same illicit cargo in the same system"

I would have appreciated that during my smuggling runs. I didn't realize that was a bug when I got fined twice. I assumed that I was expected to jettison my illicit cargo to avoid any further fines. But I did get fined twice in a row while trying to land on an outpost (two different cops, I think), so maybe they were only talking about things like that.

Are interdictions really fixed? I haven't been interdicted much lately, but I couldn't evade in a Cobra and just got spun around in a T-9 while submitting. I've also submitted a couple times w/o a problem.
