Elite: Dangerous PvE - Mobius

I read somewhere on the main Elite forum, that design of this game allows for someone playing using the keyboard and mouse to be a formidable opponent to someone using hundreds of pounds worth of gear. Assuming that both have reasonable experience with the game, how true do you think this statement ...

My view is that its simple. PvP not allowed, and thats why I joined.
If I fancy a fight with another player I can go into Open play.

However, the second option is unlikely for me, as I'm finding combat as easy as herding cats!

Could something like Teamspeak be set up for this purpose?

I like the idea of something audible in the game to indicate you have received a message though.
