If you want even cheaper rebuy cost, you should head to any Edmund Mahon controled system and Get Cargo Racks and Hull Packages at 20% discount. That makes a nice difference especially on the higher class modules.

You can use EDDB to find a system, filter by power play, select Li yong rui faction and high tech economy, and select "having ship anaconda", select the system you are at and you will have a list of the systems near you that will have ship and modules at 15% discount.
