The KWS gives you about a ~30% increase to the bounty payout of whoever you've just scanned. If you're really hurting for credits or want to buy that shiny new module, fire it up and get scanning. From my understanding, your example of resistances is correct. Most of the shielding advice that I have seen involves maximizing resistances for a shield generator and a booster, then throwing on a second booster to up the overall shield health. I'd love the 'redirect or face destruction' idea. Certainly would give you a choice between losing one passenger contract and rep or losing everyone aboard. For the Viper (and other small ships), I'd recommend doing what Tor said and focus on maneuverability. Install a hull reinforcement package if you find your health dropping too fast if your shields break, drop the Military grade armor, and definitely upgrade your thrusters.
