The devs had said that currently it is not possible for the system to expand but in the future it is planned. See this thread which has all of the dev comments about the background simulator to date: https://forums.frontier.co.uk/showthread.php?t=98378 10. We cant cause colonising of new systems yet...

The above forum post has been created as an aggregate for all of the developer comments on how to take systems and how the expansion into uninhabited space works (or lack there of).
