The update does fix the issue as i had issues with it as well. Had to look up the solution and it was an issue with steam.

A number of people have incurred some mouse being stuck in the center of the screen during map systems and game menus on the PC version. This was caused by a steam update and they just rolled out a hotfix today for it. You will need to update your steam client manually and it will resolve the issue....
