I can't see any other way of it working.

Just to add: 50 missions as above will put you on Rank 3 end of week 2, Rank 4 end of week 3. You wont' be able to ramp it back down to the 8 required to maintain rank 4 just yet, because you won't have enough merits stored up to be added yet.
