System File Checker utility in Windows. Open an Admin command Prompt and type SFC /? for instructions. Looks for corrupt or bad files and replaces them with good ones from the windows install media.

Then you will get an answer within a couple of hours whether it's actually the driver or if it's one of your other things on the PC causing it.
If the problem is still there with a clean install, you can simply restore your old image.
