In Game Stuttering

Ok people, I know everyone's busy playing the beta a the moment but I was wondering if any of you technical sorts might be able to help me with an issue I'm having.
I've been getting stutter wherever I am in the game and its driving me crazy. I'm going to be as brief and as thorough as possible.
Below is a video of what's happening. Forgive the editing, its not something I do often!

Now, as you see I dont get any real FPS drop and my GPU usage & temps are good, so I've no idea whats going on.
My specs are:
i7 5820k @3.3GHz
16GB DDR4 RAM
GTX 980
250GB 850 EVO SSD
MSI X99S Gaming 7 board
x2 3TB HDD in RAID (storage only - no system files or games run from them)

I run the game in Ultra with no DSR on at the moment. Dropping the quality to Medium seems to make no difference either.
I got reading about latency problems in Windows 8/10 so did some testing with LatencyMon but as its something thats new to me, I have no frame of reference so I've put them in the following dropbox folder as .txt https://www.dropbox.com/sh/uqowj429fr23jrv/AAAWuvPIuMR_QJA2zmf78sg_a?dl=0

Other things I have tried:
Turning power options to High Performance
Different Screen
Different HDMI cable
Triple Buffering on/off
Updating Nvidia drivers to 372.70 (was happening on 364.51 also)
Changing Max Pre-Rendered Frames to 1
Changing in-game resolution to 1920x1080 interlaced and 1680x1050
Fullscreen & Borderless
Frame rate limit OFF/60/120
Updated Realtek Audio Drivers

Any thoughts would be appreciated! :D

I wonder if it is related to network. Suggest leaving Task Manager running on the Network tab so you can see if there are any spikes, lags, or anything else that may effect you.

Is it windows 10? Is there a lot of Crap running in the background?

Last aggressive stutter issue I had that made gaming nigh on impossible was on my old Phenom II X4 955, and the cause was a program called netlimiter ruining my system.. That program was junk.

Your issue certainly looks like it's lagging/hanging. See if you see any spikes in processes in resource monitor?

Probably entirely unrelated, but I had ano incident the other week, where some random process I one of the windows host services where chugging off 35% all the time.

It was 1 out of 15 possible so after splitting all those bundled services I to seperates it was of course windows update. It was only using cpu, no ram , no disk , no network.

The performance monitor is also lretty useless, it will however saye I'm using 25% of my disk, but that's because one of my four disks bandwidth are used to capacity.

Also seems the cpu measuring gets thrown off if you overclock.

Yeah its Windows 10 and I don't think I've a load of junk. Teamviewer, Plex and Avast antivirus are all I can think of (not behind own comp atm).
I might try a clean boot and try the game (if it runs while in this mode).
Failing that, I'll have to use performance monitor and note down the exact time of the stutter and compare it against the log. I'm not overly familiar with performance monitor so if there is a better way, I'm all ears!

How do you do that?


Tediously through an administrator console.
On the phone atm, so can post the commands later tonight.

But I'm flying around with an oculus, and performance is good.
Yes there are tiny stutters but never last long, occasionally it might look like stepping issues in framerates, which wouldn't be surprising since as soon as we don't see 90fps it start interpolating.

Did you ever find any solution? I'm in a similar situation accept in Oculus CV1. i5 6600k at 4.5GHz, 980ti at 1425, on a EVO Pro 500 SSD and 16 GB DDR4-2400. I feel like I have tried everything possible but still horrible stutter even on low settings.

I'm afraid not, I'm coming round to the fact that it maybe a Windows 10 issue. Do you have the anniversary update?
I think I got my update early because when I was first googling it, there were no reports of it but now I'm finding more and more complaints.
