I play with an EVGA branded 970, and I can not only max settings at 1080p, I can also use the tweaks from Obsidianant's youtube video without ever seeing any framerate drop.

I must be missing something my 970 is great but im not always getting 60FPS

were is the link to the tweaking Video?

Did some testing this morning using Nvidea experiance to measure FPS

In Bessel Gateway Orang 30fps
Flight from station to hyper jump maxinmum it raised to 42
during hyperspce peeked at 59
flight to station Araki port to dock back down to 32 to 30

You can also display in game FPS by pressing Ctrl-F.

ran the reverse run of above without nvidea experiance fps and just in game.
frame rates same in station or lower
in space skightly up in low 50's

So why are others getting steady 60 fps on gtx 970 cards ?

What resolution do you use? (1920x1080 should stay above 60 FPS anywhere but some places on some planets)
Do you have Nvidia DSR enabled?
Do you use in game supersampling?

Something is throttling your PC or the GPU.

What are the rest of your system specs (CPU, RAM amount&speed, OS)?
How are the temperatures (CPU/GPU)?

A failing PSU is usually the first thing I look for.

As the current drops on the +12V, the voltage will as well. Not only CPUs, but even GPUs throttle down today, so it's more difficult to catch. Usually the tell-tale is looking at the +12V rail voltage(s) before the GPU kicks in, and then leaving that program up and Alt-Tab'ing in Windows to check it again while the game is running. If you see significant drop, especially as it jitters, then that might be the issue.

PSUs degrade over time, and explain things far more than heat (although heat affects efficiency too). I tend to replace my PSUs every 2-3 years for this reason. It's much better these days now that CPUs and GPUs have such good VR, and throttle themselves, removing the chance of a brownout.

All New in October to play elite
Intel i7 6700k
16gb DDR4 domminator 3000 ram
Superflower 800 watt psu
Windows 10 64bit

CPU low 60's across all 4 cores
not monitored GPU or voltage rails will try those later.
