FWIW: I visited the "ancient ruins" in the col 173 system. When I scanned an obelisk with the right guardian objects in my srv, I did get the data note email and update on the mission.
So, if you took the mission from Felice, you have to go to the ancient ruins, NOT the guardian structure site...apparently.

Yes, docking at Felice will give you the old mission to scan 101 obelisks for a total of 111 million CR which also count towards your exploration elite (used to be 201 million and trade elite, but was changed in 2.3 or 2.4). Unfortunately, either 3.0 or the latest 3.0.2 looks to have broken some of the beta sites, so most old guides no longer work. Check the frontier forum thread for updates.
Docking at the other non-engineer stations/bases will give you the new mission. I am planning to give it a shot, even if the objects required almost caused me to open a big barrel of "nope". Medusa tissue sample? Gulp.
And as you already found, landing at the engineer base will give you neither mission.
