Skull head hologram outposts

Greetings. I'm looking for one of those stations with the skull head hologram. It's where you can pay a fine or collect a bounty from any where....for a fee of course. I've come across a few on delivery missions but I never thought of bookmarking it and I'm not sure how to find them again. Is there something I need to search for in game or on EDDB? I'm seeing contacts listed in the system map screen but not all outposts offer the services I'm looking for.

Any station in a low security system will have an Interstellar Contact that will allow you to do that.

You can also filter for both low sec and population.
If the population is large enough chances are it will have a large station if you are bound to large pads.
