Empire Naval Ascension Missions

After slumming it in Fed space I thought I'd give the Empire a look-see, got enough rep to start getting the Ascension missions, but they all seem to be illegal (i.e. bring us something that is prohibited at this station), I don't remember the Fed ones being like this (although I may be miss-remembering).
Are all the first Ascension missions like this?

Just one mission requires 'illegal' goods. Best to get that one from an outpost.

Found an Outpost with mission, followed by a few more in quick succession, up to Master now
