Current state : Expansion, this faction is currently in the process of extending its influence beyond the borders of this sector.
Does this refer back to Raff's or are we getting even bigger,..?

No-one has reported us having missions anywhere else so yes, it probably refers to Azrael.

A faction's 'state' is shared between all systems, so if it triggers Expansion state in 1 system, it'll show as Expansion in all other systems it has influence in.

it really burned me last night having to sit there and watch a pirate Anaconda worth 275k milling around in the RES, and not being able to attack it because its faction was OoM
