Question; If not wanting to make Azreal my 2nd Home due to the lack of Out Fitting options, where would you guys suggest I did use as a base close by?

Answer; Dvorsi is not too bad, but within about 45 ly is Sak Manka and NLTT 8653 which can get you just about anything you want. I use it to outfit my ships.

Adams Orbital in Beta-1 Tucanae is also pretty good for outfitting.

Outfitting is offering me an A8 Power plant for Anaconda as well as A8 Sensors A4 Plasma Acc, C3 gimballed Beams. So pretty decent equipment levels as well.

This looks like a good base for me. Now I have to plan my move to Imperial space.

Am I correct in thinking that there is no control into where expansion will occur? I also am assuming that no further expansion will occur until OoM are established as the controlling sub faction in both Azrael and Exiorce. If and when that occurs, trading between those two should be encouraged.

That is correct, it is chosen by the BGS but it is dependent on range and number of factions in the nearby systems. Closer factions, and systems with fewer factions take priority as targets for expansion.

Not 100% sure on this, but there is a 'cool down' period between expansion states.
