Elite: Dangerous PvE - Mobius

im looking to unlock bill turner for the engineering
what is a good place to grind lots of close range missions
kinda like ceos sothis for the fed and whichever for the empire.

Just find any high population system in Alliance space and do whatever missions look interesting. It shouldn't take many missions to get to Friendly, so there's no need to grind.

Getting friendly with the Alliance is easy, but you also need to become with the minor faction Alioth Independents to get the permit for Alioth where Bill Turner is located.
