Changes in the game? Really?

So I decided I'd do some bounty hunting today.. just get my feet wet. Came across a DEADLY Anaconda. I was in my FDL. He had no SLF.
So we start dancing and after a few minutes, I've got his Power Plant down to ZERO. I'm expecting him to stop flying right? Nope, he flies around for another 5 minutes with ZERO power plant. Eventually he pops, but I'm left with 30% hull after that.

Is that a change they made intentionally? I hope not, that'll be enough to make me stop playing I think. Please tell me it's not so.

So I found this was a reported, known issue after the drop of 3.0 last year... is it still an issue?

Been a bug since the last few main patches.
Where npcs completely ignore power plant damage.
With latest update they claim to have tweaked it so they at least get dropped to 40% output like we would.

But npc's over a certain level will also have power groups set so they might loose the plasma launcher by their thrusters won't go offline.

From what I understood, it is working as intended - destroying power plant puts ships power at 50%. Hitting destroyed powerplant repeatedly has a chance to instantly destroy ship, so just keep on hitting it until it pops.
