Elite: Dangerous PvE - Mobius

I read somewhere (it may have been beta info so incorrect now) that in Open play players are in instances, just like in MMORPGs, and that it can make meeting up prone to error, does this still hold true ?

Yea, there's that 32 people limit per "instance".

And it's not only in Open Play, but also in groups.

And being friends can help getting into the same instance. But also for me, I was told this would help during the same BETA time.

Does that 'instance' apply only to the system you are in at any one time, or to the entire Galaxy during your session? If the former the chances of meeting a PC is far less than even a hugely pessimistic Drake equation calculation!
