7 systems, against two inhabited bubbles.. the chances of anyone casually getting a mission from an opposing faction are thin.
Besides, the BGS runs beyond the Mobius group. The vast majority of the player base will not read this :)
I am not sure this reminder will have any effect on OoM to be honest.
I'll personally be careful, for what it's worth.

Actually not so. People tend to congregate where the see other players. The systems controlled my The Order seem to be quiet popular. Not only in the PG but I've noticed in Open as well when I've had to mode switch to get some bugged mission back on track.
I've noticed when running missions that there are factions in TOoM systems that give really high paying missions. 11mil cr for a simple delivery, etc. So I wouldn't be surprised that Commanders would be tempted to run missions such as this.
I think JL was just trying to post a PSA to let other Commanders know the consequences of mission running. Not everyone is in tune with the BGS.

Everytime i've visited one of these systems it was empty, but i may just have been unlucky

I pretty much always play in mobius and never meet anyone unless i am at a CG.
I remember seeing a player ship once during a serie of jumps but that's it ^^ so i'm not surprised the OoM systems were empty. I just imagine most players there are from the US and we're not in the same group.
