Why this new stance on PvP in CZs?

Basically as I understand it....The original rules relied on good will and people being decent about things.....
Current CG with a CZ saw a dickhead destroying peeps who had not yet picked a faction and are therefore neutral......
Also he was changing sides to kill anyone he could......Probably picking on the weakest he saw.....
Hence rule change......

But that sounds as if said aggressor was well within the old "get kicked" rules. Surely there's something more to this change than one bad egg? Or has majority opinion simply changed as the player base grew and changed?

I also seem to remember a big discussion on CZ rules within Mobius a few years ago......Where people said there should be no PVP whatsoever...
Which I tended to agree with......

Probably is more to it than that.....But I'm not privy to decisions.....
But I personally think that a PVE group should be totally PVE with no PVP elements whatsoever*
